Singapore Layover Guide: What to Do at Changi or in the City

How to plan a Singapore layover by length: when to stay airside at Changi, how the Free Singapore Tour works, when you need immigration for Jewel or the city, and which visa and SG Arrival Card rules apply.

Short answer: On a Singapore layover of under about five hours, stay in the transit area. Changi has lounges, transit hotels and 24-hour bag storage airside, and you skip immigration entirely. From 5.5 to 24 hours, eligible transit passengers can join Changi’s Free Singapore Tour. With a longer gap and a passport that can enter Singapore, clearing immigration for Jewel or the city is realistic, since a taxi to the city takes about 30 minutes.

The deciding question is simple: will you clear immigration or not? That one choice settles which paperwork you need, which hotel you can use, and whether you can reach Jewel. This guide works through each layover length using Changi Airport’s and Singapore’s Immigration and Checkpoints Authority (ICA) own pages, not guesswork.

How long does a Singapore layover need to be to leave the airport?

No official minimum exists for leaving Changi on your own. The closest official benchmark is the Free Singapore Tour, which Changi offers only to transit passengers with at least 5.5 hours, and up to 24 hours, before their connecting flight. That number already includes time to register, the 2.5-hour tour and the return.

If you go independently, add up the real costs: arrival immigration, the trip out and back, departure immigration and security, and walking to your gate. Our rule of thumb, not an official rule, is that short stays work best when at least two or three hours remain for the city itself.

Layover length Best plan Immigration?
Under about 3 hours Stay near your gate area. Eat, shower or use a lounge. No
About 3 to 5.5 hours Stay airside. A transit hotel day-use stay or lounge works well. No
5.5 to 24 hours (transit itinerary) Free Singapore Tour, if seats and your passport allow, or a self-guided trip to Jewel or the city. Yes for the tour or a city trip
Overnight Transit hotel airside, or enter Singapore and stay in the city. Only if you leave
24 hours or more Treat it as a short stopover with a real city plan. Yes

If you are still choosing between flights, our guide to how long a layover should be covers safe connection buffers before you think about sightseeing.

Do you need a visa or SG Arrival Card for a Singapore layover?

It depends entirely on whether you pass through immigration.

Staying airside: ICA exempts “those transiting/transferring through Singapore without seeking immigration clearance” from the SG Arrival Card. If you never leave the transit area, you do not file one.

Leaving the airport: You are entering Singapore, so normal entry rules apply. ICA says all travelers entering must submit the SG Arrival Card within three days before arrival, counting the arrival day, and that submission is free. Check whether your passport needs a visa on ICA’s visa requirements page.

The 96-hour Visa Free Transit Facility (VFTF): ICA’s VFTF page lets certain visa-required travelers enter without a Singapore visa while in transit to or from a third country:

  • Indian nationals and selected PRC nationals need an onward air, ferry or cruise ticket departing Singapore within 96 hours, plus a valid visa or long-term pass for Australia, Canada, Germany, Japan, New Zealand, Switzerland, the United Kingdom or the United States. A long-term pass must be valid for at least one month from entry.
  • Nationals of the CIS countries, Georgia, Turkmenistan and Ukraine need an onward air ticket departing within 96 hours and must leave Singapore by air.

ICA states that extensions are “strictly not allowed,” and the officer at the checkpoint makes the final call on entry. If you rely on the VFTF, carry printed or offline copies of your onward ticket and qualifying visa.

What can you do at Changi without leaving the transit area?

Plenty, and none of it needs a visa or an arrival card. According to Changi Airport’s own facility pages:

  • Transit hotels sit inside the departure transit halls of Terminals 1, 2 and 3 and are open 24 hours. Each listing tells guests: “please do not clear immigration if you wish to stay at this hotel.” See the transit hotels page for current operators and booking links.
  • Baggage storage has counters in the transit area of every terminal, listed as open 24 hours. It is a paid service charged per 24 hours, and rates are on the baggage storage page.
  • The Skytrain links Terminals 1, 2 and 3 in both the public and transit areas, so moving between those terminals airside is easy.

For a three-to-five-hour gap, a day-use transit hotel room is often the best value. A shower and a few hours of real sleep can matter more on a long-haul trip than a rushed city dash.

How does Changi’s Free Singapore Tour work?

The tour is the easiest way to see the city on a layover because Changi handles the transport. These details come from the official Free Singapore Tour page as of mid-October 2026:

Question What Changi says
Who can join Transit and transfer passengers only. Anyone visiting Singapore is not eligible.
Layover needed At least 5.5 hours and up to 24 hours before your connecting flight
Tour length About 2.5 hours, guided
Itineraries Heritage and Culture, City Sights, Singapore River and Marina Bay Sands, Sentosa Discovery
Where to register Level 2 Departure Transit Hall: T2 near Gate F50, T3 near Gates A1 to A8. Do not clear immigration first.
When to show up At least 90 minutes before your tour time. Booths were listed as open 8 a.m. to 7 p.m.
Booking Pre-book one itinerary up to 50 days ahead; walk-in seats depend on availability
Bring Passport, boarding passes, booking confirmation and a Singapore visa if your passport needs one
Bags Bulky or wheeled cabin bags, alcohol and duty-free items must go to paid baggage storage first

Changi notes that some passports, including Indian and Pakistani passports, need a valid Singapore entry visa to join, although eligible travelers may use visa-free transit, subject to ICA. Seats are limited, so pre-booking is the safer choice if the tour is the main reason you picked this connection.

Is Jewel worth it on a Singapore layover?

Jewel is the glass-domed complex with the Rain Vortex waterfall, and it is the most popular short excursion at Changi. The catch: it sits in the public area. Changi’s terminal transfer page says plainly, “If you are transiting through Changi, you will need to clear arrival immigration to enter Singapore and visit Jewel.”

Once you are landside, it is close. Jewel connects directly to the Terminal 1 Arrival Hall and is a 5-to-10-minute walk from Terminals 2 and 3 via link bridges. That makes it the best option when you can enter Singapore but do not have time for the city.

Know one hotel trap. YOTELAIR, the hotel inside Jewel, is in the public area, so you must clear immigration to stay there. The transit hotels work the other way round. Pick the hotel that matches your immigration plan, not just the price.

How do you get from Changi to the city on a layover?

Two options make sense on a layover: taxi or MRT. Changi’s leaving the airport page gives these details:

Taxi MRT (train)
Time to city About 30 minutes Usually slower than a taxi; includes a change at Tanah Merah onto the East West Line
Cost Metered, about S$25 to S$45, plus an airport surcharge (S$8 from 5 p.m. to 11:59 p.m., S$6 at other times) Cheaper than a taxi; admin fees apply to payments with foreign-issued bank cards
Night use Runs all night; a 50% surcharge applies from midnight to 5:59 a.m. First train 5:31 a.m. Monday to Saturday, 5:59 a.m. Sundays and public holidays. Last train connecting toward Tuas Link 11:18 p.m.
Best for Tight layovers, groups, late arrivals Longer layovers in daytime, solo travelers

On a layover, time is the scarce resource. A taxi usually wins on a six-to-ten-hour gap, while the MRT suits a full day if you are comfortable with one change. Watch the clock if you plan to come back late: once the trains stop, only road transport remains.

What fits into a 6, 12 or 24-hour Singapore layover?

About 6 hours: Choose one thing. Either the Free Singapore Tour or Jewel, not both. Keep your return relaxed, since the second immigration and security check is the part you cannot rush.

About 12 hours: Store your cabin bag airside, clear immigration, and pick one compact area such as Marina Bay or the riverfront. If you land in the evening, our guide to night views and evening areas in Singapore lists easy areas that fit a few hours.

24 hours or more: This is effectively a mini trip. Book a hotel near transport, plan one full day, and use our short-trip guide to Singapore to choose your anchors. If a single day starts to feel too short, read how many days in Singapore to judge whether a planned stopover makes more sense.

Does a self-transfer change your Singapore layover?

Yes, and this catches people out. If your two flights are on separate tickets, you may have to collect checked bags and check in again, which usually means clearing immigration. Then the “airside” option disappears: you need valid entry for your passport and an SG Arrival Card, even if you never planned to see the city.

Check this before you book, not at the transfer desk. Our self-transfer flights guide explains when separate tickets are worth the risk and how much buffer to leave.

Compare Singapore connections before you book

Layover length is a booking choice, not luck. When you search, compare total journey time and connection length side by side: a slightly longer stop at Changi can turn into a free city tour or a proper rest, while a short one keeps the trip tight. For trips that end in Singapore, see our flights to Singapore guide.

Singapore layover: quick answers

Is a stopover the same as a layover?

Not quite. People usually say layover for a connection of hours and stopover for a planned stay of a day or more, but airlines define the cutoff in their own fare rules. If the label affects your fare or baggage, check your booking conditions.

Can you leave the airport if your bags are checked through?

Usually yes. Checked-through bags normally go straight to your next flight. You only need to handle your cabin bags, and Changi’s paid storage can take those before you leave.

Can you change your mind after clearing immigration?

Yes, but you then go back through departure immigration and security like any departing passenger. Allow time for that before your boarding time.

Is Changi a better layover airport than Dubai?

Both work well for long gaps. The main differences are entry rules and distance to the sights. If your route could connect through either, compare with our Dubai stopover guide.

Final takeaway

Plan a Singapore layover around one decision: stay airside or clear immigration. Under about five hours, stay in the transit area and rest. From 5.5 to 24 hours, the Free Singapore Tour is the simplest way to see the city if your passport allows. With a longer gap and valid entry, Jewel and the city are both within easy reach. Check ICA’s rules for your passport, file the SG Arrival Card only if you are entering, and pick the connection length that matches the layover you actually want.
